NY Dept. of State Manufactured Housing Program

The New York Housing Association, in cooperation with the New York State Department of State Division of Building Codes & Standards (DBSC), is providing training opportunities to meet the requirements of the Manufactured Housing Advancement Act. All registrations for training of industry personnel need to be done through the Association.

Visit the DBSC website, where you can find manufactured housing forms (Application for Certification, Application for Warranty Seals, etc.) as well as a copy of the regulations relating to Manufactured Housing in NY. All forms can be found here.

Requirements to become certified in New York State as a manufacturer, retailer, installer or mechanic include financial responsibility, experience, education, initial training and in some cases, a written examination. Requirements vary with each type of certification. Prior to beginning any training, all applicants should read the Manufactured Housing Laws & Regulations Part 1210. Click here to view Part 1210.


Continuing Education Courses

People who become certified as Retailers, Manufacturers, Installers and/or Mechanics are required to complete 3 hours of Continuing Education once every two years. Initial Certification Courses

Format includes 21B Initial Training in the morning and Mechanics Training in the afternoon. Installers will take their initial training online prior to attending the 21B Course.

Installer Certification Training

The New York Manufactured Housing Installation Certification Course is made up of two sections. The first section is through MHEI and is only available online; the second section is the 21B Course offered by NYHA.

The $270 registration fee includes the course guidebook and final exam. Course registrants have up to three months to complete the Online Training Course with MHEI. 

Once successfully completed, they will need to register for the 21B Installer Course (additional fee) with the New York Housing Association and will take the final written exam after the 21B Course is complete. To view the full schedule of upcoming 21B INSTALLER courses, please click here.

To qualify for Installer Certification in New York State, one must complete the full training course successfully (both online with MHEI and the 21B course) and pass the final written exam.
